as Vice Chairman. Members proposed a vote of thanks to Cllr Chris Hancock for his work as Chairman and Mayor during the previous 3 years.

ALLOTMENTS
Our list of keen gardeners looking for ab allotment is growing with no reasonable hope of finding additional sites. now Cllr Michael Gaut has hit upon a scheme to put prospective allotment holders in touch with residents who have land to spare.

If you have a garden that is too much for you to manage and if you are willing to allow a section to be used by a local resident - maybe in exchange for grass cutting, a supply of fresh vegetables or a small fee? - then please contact Mike Gaut on 01451 860868 or the Town Council Office.

PLAY AREAS
For many years the Town Council has maintained the children's play equipment on the Playing Field and at Ward Road. Although our health and safety inspections have been positive, the equipment is looking rather tired and will not last forever. The council is keen to explore the options to replace the equipment but doesn't have
either the funding or the resources to do so.

CAN YOU HELP?
We would like to form a group of interested residents who can work with Councillors to research grant funding and drive the project to completion. Maybe you have a young child who would enjoy a new play area, have some useful experience or would just like some input? If so, please contact the Town Council office or
email clerk@northleach.gov.uk

Bus Shelters, Litter Bins, Dog Waste Bins The new bus shelters at East and West End will now be in situ as well as additional litter and dog waste bins.
PLEASE HELP US TO PROTECT YOUR ENVIRONMENT BY KEEPING THE TOWN CLEAN

CEMETERY AND CHURCHYARD

Please ensure that plastic waste is taken away and disposed of properly but not left in the water container store!
Please also ensure that non-recyclable waste is placed in the bins provided and not in the green waste area !

TOWN COUNCIL FINANCE
The Council set it’s Precept at the beginning of the year with a minimal increase of 2%. The Budget has now been confirmed allowing the Council to concentrate this year on the following priorities :
Developing the Multi Use Games Area - Replacement of Play Area Equipment - Installing Bus Shelters and Waste Bins - Installation of Footbridge on the Water Meadows (adjacent to Eastington Road) – River Maintenance (Autumn) - Contribute to Churchyard lights.

The Cotswold Housing Advice Service operate the housing register for the Cotswold District. Each week we produce a Newsletter of properties available throughout the county on our website www.gloshomeseeker.co.uk.

Playbuilders

The final bid for funding for an 8 – 13 year olds play scheme on the Playing Field has now been submitted.  We have to wait until mid-January to find out if we have been successful.

In the meantime, a play scheme provided by the same fund has just opened in Andoversford.

Dog Mess
We are receiving more and more complaints about dog mess on paths. We hope that the new bins will help but it is an offence not to pick up after your dog. If you see a dog owner who doesn’t clear up please:

  • Make a note of the time, date and place it happened.

  • If possible, find out the person's name and address.

  • Contact Cotswold District Council (01285 623000) or report it using the online form http://www.cotswold.gov.uk/nqcontent.cfm?a_id=1555  or contact the Town Council Office (01451 861499 or email clerk@northleach.gov.uk  )

  • If you want to give a statement, CDC can issue a fixed penalty and take prosecution proceedings with you as the witness if the fine is not paid.

  • However, if you don’t want to give a statement, the complaint will still be followed up.

Digital Television Switchover
The digital TV switchover is underway across the UK.  In the West TV region this programme of change will take place in 2 phases on 24 March and 7 April.  Further information will be in the next Parish magazine.

KING GEORGE V PLAYING FIELD AND PAVILION - Press Release
View the Playing Field Calendar Online.

The Trustees of the King George V Playing Field have set the fees required of sports clubs using the Pavilion and Playing Field. Some
of the clubs are unable to meet the fees set. However, at their meeting on Tuesday evening, the Trustees of Northleach King George V Playing Field agreed to accept the fees offered by the sports clubs on the understanding that fund raising activities are organised to
meet any shortfall.

For a period of one year any remaining shortfall in running costs and essential maintenance will be met by the Trustees with a grant from the Town Council. That grant will be covered from capital originally set aside for the development of a Multi Use Games Area.

The Trustees also agreed to lease the bar area of the Pavilion to Northleach Club Ltd on a 12 month lease on conditions already accepted by the company in principle. These conditions include: that the bar is used principally in connection with sporting activities which have been booked in advance with the Trustees, it cannot function as a members social club and that prices are set in agreement with the Trustees. The Trustees will not provide any element of subsidy for that venture.

The Trust has no income except what is raised from the users of the Pavilion and if this does not cover the running costs, the Trustees rely wholly on grant funding
from the Town Council to provide and maintain the Playing Field for all the residents of Northleach and Eastington.

The Trustees remain committed to replacing the Pavilion and are already working on this project. Consequently, any agreement with the sports clubs and Northleach Club Ltd will be reviewed in 12 months time.
